[Sadly, he thinks this fellow is right. This is not Ignis' home, but he can't turn a blind eye to people who are suffering.]
I've never seen such desperation before.
[And he thought he had it bad. His country being occupied by a power mad empire doesn't seem so bad now.]
In essence, we are all hostages all the time.
