I suppose you're right, I just don't see WHY they would, after everything they've been through.

[on a deeper level, one that she doesn't want to admit to, she gets it. she'd rebuild Krypton single-handedly if she could. But these people have lived in danger for their whole lives, for generations. Their safest bet would be to leave.]
